Scouting in the Orient
Leader:
The Scouting program like ours happens around the world in different forms.  In some countries, like
Japan, the Scouting program is similar to ours.  In fact the Boy Scouts of Nippon uses the exact same
Scout Oath and Law.  Japanese Cub Scouts are aged 8 to 12.

A Cub Scout in the Philippines says this Cub Scout Promise.  I promise to do my best to love God and
my country and to obey the Law of the Pack.  His law of the Pack is:  The Cub Scout follows his
elders, the cub Scout helps his Kawan go, the Cub Scout gives good will.

You can see that the ideals are the same as far away as the Philippines.  One thing we do share with that
island nation is the Cub Scout salute.  Let us stand and render that Cub Scout salute to our own flag as
den ___ presents the colors.  Follow me in the Pledge of Allegiance.

Advancement:
The Spirit of Scouting Arrow of Light Ceremony
Personnel:  Arrow of Light Award candidates and their parents, Webelos den leader

Equipment:  Ceremonial board, about 18" square, with four candles: blue- spirit of Cub Scouting, white-
spirit of Scouting, yellow - Arrow of Light rank, green- Boy Scout; Arrow of Light Awards and
certificates; safety pins.

Set-Ups:  At the opening of the ceremony, only the white candle is lit.  The white candle is used to light
the blue and yellow candles as the ceremony progresses.

Den Leader:  Will the following Webelos Scouts come forward to receive the Arrow of Light Award.
Please bring your parents with you.  (They come forward as names are called.)  You Webelos Scouts
have fulfilled all the requirements for the Arrow of Light Award, the highest rank in Cub Scouting.  You
have also visited a Boy Scout troop and talked with the Scoutmaster.  Before you is a blue candle that
represents the spirit of Cub Scouting - that spirit of giving goodwill and doing your best.  (Lights blue
candle.)  This white candle represents the spirit of Scouting.  Do you promise to fulfill the Cub Scout
Promise and the Cub Scout motto, Do Your Best, when you receive the Scout badge?

Webelos Scouts:  We do.

Cubmaster:  (to parents of the Webelos)  Your Webelos Scouts have faithfully promised always to keep
alive the spirit of Cub Scouting.  As their parents, do you also promise to continue to help your boy in his
Scouting adventures?

Parents:  We do.

Den Leader:  I now use the flame of the spirit of Scouting to light the yellow candle representing the
Arrow of Light Award.  (Lights yellow candle.)  Remember that the spirit of Cub Scouting and Boy
Scouting are one and the same.  The spirit of the entire Scouting movement is one of service, high
ideals, and fellowship.  To each of you parents I present the Arrow of Light Award and ask that you
present it to your son.  This award is worn on the Webelos Scout uniform, centered on the flap of the
left shirt pocket, and on the Boy Scout uniform later.  (Presents certificates, awards, and safety pins,
and instructs parents in pinning badges on shirts.)  It is a great honor for me to greet those of you who
have earned the Arrow of Light Award.  (Gives Cub Scout handshake.)  Notice that we are leaving
unlighted the green candle representing Boy Scouting.  This is to remind you Webelos Scouts of
something yet to be enjoyed, a grand adventure that will open to each of you upon graduation from the
pack.  Good luck and success to you and your family in your future Scouting career.

Closing Thought:
Lord Baden - Powell, the founder of Scouting, said this to Scouts everywhere:  "I often think when the
sun goes down, the world is hidden by a big blanket from the light of heaven, but the stars are little holes pierced in that blanket by those who have done good deeds in this world.  The stars are not all the same
size: some are big, and some are little, and some men have done small deeds but they made their hole in the blanket by doing good before they went to heaven.  Try and make your hole in the blanket by good
work while you are on earth.  It is something to be good, but it is far better to do good."  Think of
Baden-Powell's words when you promise to help other people.
